Matt Fuller leads the Road Maintenance and Resilience (RMR) division at Transport for NSW, leading a frontline and strategic team dedicated to improving the safety, reliability and resilience of NSW’s road network. RMR plays a critical role in ensuring the road network remains safe, dependable and ready to meet the needs of a growing and changing population. Working in close partnership across Transport, the division is responsible for road asset management planning, delivering major road renewal and safety improvement programs, and maintaining vital infrastructure across metropolitan, regional and remote areas. Matt brings broad executive experience across both public and private sectors, including transport, tourism, hospitality and leisure. He has served on Transport’s leadership team twice – as part of Roads and Maritime Services from 2017–2020, before rejoining TfNSW as Deputy Secretary in 2022.

Dennis Lo, Professional Head of Corridor Infrastructure and Engineering - TfNSW
Dennis Lo is the Professional Head of Corridor Infrastructure & Engineering at Transport for NSW, responsible for providing engineering leadership and technical governance across transport infrastructure assets throughout New South Wales. With more than two decades of experience in transport infrastructure, Dennis has worked extensively in asset management, engineering assurance, standards development, and infrastructure governance. His recent work has focused on improving technical consistency and harmonisation across engineering disciplines, supporting the long-term performance, resilience, and sustainability of transport assets. Dennis is particularly interested in evidence-based asset management, innovative engineering solutions, and the practical application of standards and governance frameworks to deliver better infrastructure outcomes.

David Kelly, Director Technical Engineering and Sustainable Infrastructure - TfNSW
David Kelly is a civil engineer and strategic infrastructure leader who leads Transport for NSW’s Sustainable Infrastructure Program. He works across government, industry, and academia to advance sustainable infrastructure, decarbonisation, and digital innovation. He has led the development of nationally significant cost and carbon management tools, including the AI-enabled Miraway® platform. His current focus is on infrastructure decarbonisation, Modern Methods of Construction (MMC), and data-driven decision making.

Fiona Keneally, Director of Roads and Infrastructure - Lismore City Council
Fiona Keneally is the Director of Roads and Infrastructure at Lismore City Council, responsible for roads, bridges, quarry operations, airport services and fleet. Following the 2022 floods, she was involved in the assessment of widespread pavement damage and the development of EPAR funding submissions that secured funding for Lismore's large scale road restoration program. With a background in pavement engineering and infrastructure delivery, Fiona is focused on practical and sustainable approaches to improving resilience and long-term network performance.

Will Barton, General Manager - Hawkesbury City Council
Will Barton, BEng, DipEng Prac, DipMan, GAICD, is a public service executive with a background of over 20 years in infrastructure operations and management, service delivery and construction across rural, regional and metropolitan NSW. Concurrently, he has held various non-executive director roles with industry bodies for over 12 years. A purpose and values-driven leader, Will values integrity, service, justice and ambition. He is a strategic, innovative and creative thinker, and his strong and proven leadership skills have seen him make significant achievements in the ongoing prosperity of the communities he has worked with at a local, regional and state level. As the General Manager at Hawkesbury City Council, Will oversees the operations and management of Council in one of the highest natural hazard exposed areas of NSW, delivering essential services to a population of just under 70,000.

Warren Smith, Founding Director - SPA
Warren Smith is a Civil Engineer and Geologist. He is a founding Director of Stabilised Pavements of Australia Pty Ltd and has been associated with “Stabilised Pavements” companies throughout many places around the world. In his approximate 50 years’ experience in the Road Rehabilitation and Soil Stabilisation industries, he has been at the forefront of developing machinery, different binders, design and operational processes. In recent years especially he has been instrumental in promoting and communicating the environmental benefits of using stabilisation techniques, particularly for pavement recycling works. Warren has been the Australian Stabilisation Industry Associations longest serving Vice President/President and Director. He has constantly been heavily involved in promoting the industry with State and Local Government Authorities, consultants and other interested parties throughout Australia and internationally.

Jarod Hosking, Project Manager - Downer
Jarod Hosking is a Project Manager with Downer Transport & Infrastructure, based in South Australia. He is responsible for leading the planning, coordination and delivery of infrastructure projects, working closely with customers, stakeholders and delivery teams to achieve safe, high-quality outcomes. With a strong focus on collaboration, operational excellence and customer service, Jarod brings a practical approach to project delivery and problem solving. Passionate about developing sustainable infrastructure solutions, he is committed to delivering projects that create lasting value for communities while maintaining the highest standards of safety, quality and performance.

Lokanantham Logitharan, Senior Project Manager - Department of Transport and Main Roads
Logi is a construction professional with over 25 years of experience in the industry across Singapore and Australia. He holds a Bachelor of Science in Engineering (BSc.Eng) and multiple postgraduate qualifications, including a Master of Project Management (MSc.PM), Master of Business Administration (MBA), and Master of Business Law (MBL). His expertise lies in integrating sustainability principles and reducing construction waste through lean methodologies. Logi has led large-scale infrastructure projects, driving innovation and efficiency through strong leadership and strategic management. Damian Volker - Director for the Pavements Rehabilitation Section of the Queensland - Department of Transport and Main Roads (DTMR)
Damian joined DTMR over 20 years ago as a Cadet Materials Technologist, spending the first half of his career in the TMR laboratories, also performing detailed pavement investigations and as an asphalt Roadworks Inspector. This foundation developed a valuable understanding and knowledge of material properties and failure mechanisms. With a mind for innovation and environmentally sustainable solutions, Damian has provided valuable technical input into all aspects of stabilisation projects, including detailed pavement investigations, design, testing, construction, training, performance research and development of DTMR specifications. 

Dr Arooran Rajah, Principal Engineer - Pavement Rehabilitation Unit, Department of Transport and Main Roads (TMR)
Dr Arooran Rajah currently serves as Principal Engineer in the Pavement Rehabilitation Unit at the Department of Transport and Main Roads (TMR). Prior to joining TMR in 2024, he served as Chief Operating Officer of the Industrial Transformation Research Hub on Smart Pavements (SPARC Hub), where he led a portfolio of collaborative R&D projects involving eight Australian universities and over twenty industry partners. He has delivered high-impact innovations and practical solutions to complex pavement challenges, leveraging cutting-edge technologies and aligning with value engineering and sustainability goals. Dr Rajah brings extensive technical expertise in specialised testing, design, condition monitoring, and rehabilitation of road pavements. His current research and development areas include bitumen emulsion stabilisation, foamed bitumen, marginal materials, and intelligent construction technologies. To date, Dr Rajah has authored/co-authored more than 50 peer-reviewed technical publications and book chapters, contributing to the advancement of pavement engineering knowledge and practice.

Scott Young – Technical Manager – Stabilised Pavements of Australia
Scott is the National Technical Manager for Stabilised Pavements of Australia and also holds the position of Principal Engineer (Pavements) for SPA’s pavement engineering consultancy, SP Design. Scott is a Registered Professional Civil Engineer with RPEQ and RPEV accreditation and holds a Master of Pavements. Scott has been in the roads industry for almost 30 years and is a past director and President of Australia’s national association, AustStab. He was granted Honorary membership to AustStab in 2023 for his contributions to the industry. Scott is currently convenor of AustStab’s National Technical Working Group.

Cleto de Carvalho Filho,Engineer Paving Consultant, Grade Engenharia Ltd
Cleto de Carvalho Filho is a Civil Engineer with over 27 years of experience specializing in pavement engineering, asphalt mix design, and road rehabilitation. He holds a Master’s degree in Geotechnics and Pavements from UFPE and leads Grade Engenharia Ltda, a consulting firm in Brazil. Cleto has worked extensively across the Brazilian federal highway system, with expertise in emulsified mixtures, cold recycling, and Grave Emulsion techniques. His work bridges practical field solutions with sustainable technologies adapted to tropical climates. An active contributor to international conferences, Cleto has presented research in the USA, Norway, Greece, and Brazil, and continues to advocate for performance-based, cost-effective pavement solutions in developing regions

Nikhil Patil - Patten Pavement Services
Nikhil is a Chartered Engineer with a Master’s degree in Engineering Management and more than 19 years of extensive experience in the asphalt, pavement, and civil construction industry. Over the course of his career, he has developed strong expertise in pavement construction, rehabilitation, stabilisation, asphalt surfacing, and project delivery across a diverse range of civil infrastructure projects. Throughout his professional journey, Nikhil has successfully managed and delivered complex pavement and asphalt works with a strong focus on operational efficiency, quality assurance, safety, and client satisfaction. His practical industry experience, combined with his engineering management background, enables him to effectively bridge the technical and commercial aspects of construction projects. Nikhil has worked closely with contractors, suppliers, consultants, and clients to deliver high-quality outcomes in demanding project environments while maintaining strong standards of workmanship and performance. He is passionate about innovative pavement solutions, sustainable construction practices, and driving continuous improvement through strategic planning, collaboration, and leadership. Dr. Javad Yaghoubi, Principal - Geotechnical Engineering, National Transport Research Organisation
Dr. Yaghoubi, BSc, MEngSc, PhD, NER, RPEV, is a Principal Professional at NTRO with over 15 years of combined academic and industry experience in pavement and geotechnical engineering. His research emphasises the valorisation of recycled materials and industrial by-products for sustainable transport infrastructure, contributing to circular economy frameworks. He leads multidisciplinary projects involving performance-based specification development, feasibility studies and field trials, and capacity-building programs for practitioners. Dr. Yaghoubi has delivered technical solutions and strategic guidance to government and private stakeholders, integrating sustainability principles with advanced geotechnical and pavement engineering methodologies. 

Dr. Hamidreza Sahebzamani, R&D and Technical Support Manager - SAMI Bitumen Technologies
Dr. Hamidreza Sahebzamani serves as the R&D and Technical Support Manager at SAMI Bitumen Technologies and is recognized as a national emerging leader award winner from the Australian Flexible Pavement Association (AfPA). He is a civil engineer with a robust academic and professional background, holding BSc, MSc, and PhD degrees in Civil Engineering from the University of Tehran, where his focus was on road and transportation engineering. His PhD thesis cantered on the laboratory evaluation and numerical modelling of low-temperature cracking in asphalt mixtures.

Geoff Webb, Director - PEECE Pty Ltd
Geoff Webb has been consulting since 1996 offering services in pavement engineering and infrastructure asset management to government and private sector clients. Before consulting, he was the technical & quality manager at Roadways Pty Ltd and before that held various technical roles in quarry materials, concrete and asphalt manufacture. Geoff currently serves on the Academic Board and the Learning Teaching Curriculum Committee for the Centre for Pavement Engineering Education (CPEE) and has been delivering training for CPEE with its partners including AustStab for many years. Geoff is a Fellow of IPWEA and is active on several state and national management boards including the Road Engineering Association of Asia & Australasia REAAA, EA’s Transport Australia Society, the Australian Geomechanics Society, and Consult Australia. He is a member of EA’s Asset Management Council, the Concrete Institute of Australia, the Institute of Asset Management UK, and AustStab. He formerly served as the Tasmanian state secretary and technical committee chair for AfPA and has contributed to Australian Standards and Austroads committees.

Brendan Williams, Senior Professional Leader - National Transport Research Organisation
Brendan is a pavement engineer with specialist skills in pavement design, along with a broad understanding of construction and asset management in sealed and unsealed pavement networks. His experience encompasses local government and state government delivery. Daniel is a qualified civil engineer who has over 20 years’ experience in the road construction and rehabilitation industry. His experience includes project and contract management, business development, risk/compliance and executive management. Andrews’ influence in the road industry is evident with his provision of a succession of successful road recycling solutions to Local and State Government asset managers and pavement designers in both Australia and the UK. Andrew is a sought-after guest speaker for industry training forums (CPEE, AUSTSTAB, AAPA) and is frequently consulted by State Road Authorities such as RMS/TMR on road recycling/stabilisation innovations and improvements reviews and amendments to standards and specifications (R50, R75 and R76 and AUSTSTAB Pavement Recycling and Stabilisation Guide).Andrew is a leader in the provision of practical pavement rehabilitation solutions and drawing on his 35-years (+) experience supported by appropriate testing and design rigor, he has delivered D&C solution for in excess of $100Mil of pavement rehabilitation works in both Australia and the UK over the past 30-years.

Anthony Ferguson - Roadstone Recycling
Tony Ferguson has over 25 years of experience covering all facets of construction materials design, testing and production. An ex-NATA accredited signatory and trainer, Tony ran both on and offsite materials testing laboratories across Far North Australia for over 10 years, transitioning to managing design, processing and production of stabilised materials on major airport and highway projects. In recent years he has specialised in incorporating local recycled materials to both meet individual projects sustainability objectives, and close the loop on the construction materials ‘Circular Economy’.

Trevor Distin, Projects Technical Advisor - AfPA
Trevor brings over 40 years of experience across the bituminous materials sector in Southern Africa and Australia. His career includes senior technical and commercial roles with Mobil Oil, Colas, and Boral Asphalt, alongside active contribution to industry technical committees and service as Executive Director of the Southern African Bitumen Association. Since relocating to Australia in 2009, Trevor has continued to advance industry knowledge and sustainable practice across the flexible pavement sector.

Mark Bondietti is the Transport and Roads Specialist at the Western Australian Local Government Association (WALGA) and has more than 30 years of experience in road design, construction, materials, and pavement engineering. Craig is a Chartered Civil Engineer with extensive experience in establishment and leadership of highway engineering services and project delivery in the UK, Australia and numerous countries in Africa and the Asia Pacific region. With experience working as a Client, Consultant and Contractor Craig joined NTRO in 2021 and is responsible for successful business delivery through Australia, New Zealand and the Pacific. His road industry experience spans over 36 years including 10 years working and living in developing countries delivering road design and construction projects and developing local capabilities and capacity through technology transfer programs funded by international aid agencies including the World Bank, United Nations, European Development Bank, African Development Bank and Asian Development Bank. Craig’s experience includes establishing and running materials laboratories, field testing of existing road assets, development of appropriate standards and specifications, geometric design, contract preparation and administration plus project and program management.

Matthew Billings is Downer’s National Operations Manager – Stabilisation, with more than 30 years’ experience in the pavement stabilisation industry. Starting his career as a stabilisation plant operator, Matthew has progressed through operational and leadership roles to his current national position, developing extensive practical and technical knowledge along the way. Matthew is passionate about developing people, improving safety and operational performance, and delivering practical, best-for-project stabilisation solutions. He actively contributes to AustStab through the Victorian Working Group and National Technical Working Group, supporting the advancement of industry best practice, technical knowledge, and innovation.

John Zwoerner, National Sales Manager - Ausroad
Looking after the Road Industry and Mining and a Railway career before moving into the roads world in 1999. 25 plus years in the road industry starting with Boral Asphalt in Queensland for 7 ½ years then my rotation over to Boral Concrete for a further 7 years and onto Allens Asphalt for 2 years (part of the Boral Group). Then moved back into concrete sector for a very short stint and then securing a Business Development role with RPQ (Downer) in 2017 where I spent 7 years and instrumental in setting up the Lismore operation for RPQ and growth in the business. More recently I finished a role with Astec Australia where I held the responsibility of Spare Parts nationally for the Roadtec brand (Astec) for 2 1/2 years dealing with asphalt businesses across the country and hence now starting my new role with Ausroad.

Jim Appleby, Chief Operating Officer - Hiway
With 40 years in road infrastructure, pavement engineering, and recycling, Jim brings extensive experience from senior executive roles in the UK and Australia. Joining Hiways in 2021, Jim specialises in strategic business management, team leadership, and complex contract delivery. His passion for zero harm, waste reduction, and leaving a better planet for future generations drives his work.

Josh Devitt, Chief Engineer - IPWEA NSW & ACT
Joshua Devitt is a regionally based civil engineer with over 20 years of experience in the public works and higher education sectors. Joshua currently serves as the Chief Engineer of the Institute of Public Works Engineering Australasia (IPWEA) NSW & ACT Division. In this role, he oversees research and development into best practice engineering techniques and advocates to State and Federal Government on improved outcomes for public works professionals and the local communities they support. Jothi Ramanujam, Adjunct Professor - QUT
Jothi Ramanujam is a senior pavement engineering specialist with 50 years of postgraduate experience, including 34 years with Transport and Main Roads (TMR), Queensland, progressing to Deputy Chief Engineer (PMG). Recognised nationally for expertise in unbound granular materials, pavement rehabilitation, and stabilisation, with significant contributions to Austroads guidelines and national practice. Rama has led the authorship of more than 10 technical specifications, guidelines, and standards within TMR, and has made significant contributions to Austroads manuals, including those on pavement rehabilitation and stabilisation for road works. Rama has also led research on capillary rise, water absorption, and material variability and their impacts on pavement performance.
