Expression of Interest (EOI) – Accreditation Scheme Auditor Panel

The Australian Pavement Recycling and Stabilisation Association (AustStab) is seeking Expressions of Interest from suitably qualified and experienced professionals to join the AustStab Industry Auditor Panel.

Industry Auditors will support the delivery of the AustStab Accreditation Scheme, a nationally consistent framework for assessing contractor capability in pavement recycling and stabilisation practices.

AustStab is particularly interested in hearing from respected industry practitioners with demonstrated experience in pavement stabilisation and recycling who can bring practical insight, technical expertise and professional judgement to the audit process.

Role of the Industry Auditor

Industry Auditors will be engaged on a contract basis to:

  • Conduct audits against AustStab Accreditation Scheme criteria.
  • Assess contractor systems, processes and delivery practices.
  • Verify compliance through objective evidence and site-based observations.
  • Identify and classify non-conformances based on risk and system effectiveness.
  • Prepare clear, evidence-based audit reports.
  • Participate in auditor calibration activities to ensure consistency across jurisdictions.

Auditors are required to operate with independence, impartiality and professional judgement at all times.

Key Requirements

Industry Experience

Applicants must demonstrate:

  • Demonstrated experience in pavement stabilisation and/or pavement recycling.
  • Practical understanding of pavement construction methodologies, stabilisation practices and performance risks.
  • Experience in the delivery, supervision, management or assessment of pavement stabilisation and/or recycling works.

Standards and Specifications

Applicants should demonstrate:

  • A strong understanding of construction standards, specifications and quality assurance frameworks.
  • The ability to interpret and assess compliance against defined requirements.
  • An understanding of the role of quality systems in delivering consistent construction outcomes.

Audit Capability

Applicants should demonstrate:

  • An understanding of audit principles and evidence-based assessment.
  • The ability to apply objective and consistent judgement.
  • Strong written communication and report-writing skills.
  • The ability to prepare clear, evidence-based and defensible findings.

Experience in quality, compliance, systems auditing, technical assurance, contractor prequalification or similar assessment activities will be viewed favourably.

Professional Conduct

Applicants must demonstrate:

  • The ability to act independently and impartially.
  • A commitment to identifying, declaring, and managing actual, potential and perceived conflicts of interest.
  • Professional integrity and sound judgement.
  • An understanding of the importance of maintaining independence from organisations being audited, including where past or current commercial, employment or consulting relationships exist.
  • Alignment with the AustStab Auditor Code of Conduct.

Onboarding and Engagement

Successful applicants will:

  • Complete the AustStab Auditor Orientation and Calibration Program.
  • Be engaged on a contract basis, with audits allocated based on project requirements, location and experience.
  • Participate in ongoing calibration and continuous improvement activities.
  • Be required to declare any actual, potential or perceived conflicts of interest prior to undertaking audit activities and may be excluded from audits where independence cannot be demonstrated.

Remuneration

Industry Auditors will be engaged on a contract basis.
Current remuneration is anticipated to be:

  • $2,500 per audit.
  • Approved travel and accommodation expenses reimbursed in accordance with ATO reasonable travel guidelines.
