Tom Wilmot
Tom, an Executive Director of SPA, was the founding president of AustStab. He has worked in the industry for over 40 years and is a strong contributor to the development of AustStab and the general stabilisation industry. Tom was awarded the John Shaw award by Roads Australia for meritorious contribution to the road industry. Tom was the first person from the private sector to receive this award as a result of contributing to bringing industry and road authorities working together on the development of stabilisation.

Robert Andrews
Robert Andrews in recognition of his contribution to the process of stabilisation and his encouragement for the use of stabilisation throughout South Australia. Bob wrote numerous technical papers reporting on the process. While seeing stabilisation from an authority’s viewpoint he combined laboratory and field knowledge to portray a practical approach.

Paul Ritchie
Paul Ritchie in his roles with Bankstown Council and Blacktown Council was responsible for the implementation of extensive metropolitan street rehabilitation projects using stabilisation. Together with Richard Holland and Tom Wilmot of Stabilex Pty Limited they developed designs and processes to enable large sections of the metropolitan road network to be upgraded. Paul was an integral part of the renaissance of stabilisation which commenced in the western suburbs of Sydney.

Errol Jones
A great deal of stabilisation was carried out in Queensland in the 1950’s. Queensland like many other states ceased using the process during the 1960’s. Errol Jones an engineer with Brisbane Council introduced stabilisation to their Council in the early 70’s. While a few projects were done in the coming years Errol was a driving force in the re-establishment of extensive stabilisation programmes carried out by Brisbane Council. Errol contributed strongly to the accumulated knowledge of stabilisation.

Phil Walter
Phil Walter worked for the materials branch of RTA NSW. He was deeply involved in the deep lift stabilisation trials which led to extensive adoption of stabilisation by the RTA. He was instrumental in writing specifications and worked closely with industry in refining these specifications to be some of the leading stabilisation specifications in Australia.

Greg Murphy
Greg Murphy was General Manager of Pavement Technology a major stabilisation company working through most states in Australia. Greg was President of AustStab for 3 years during which time he was most instrumental in forging links between industry and State Road Authorities and involving the association in development of specifications and research in particular the development of famed bitumen.

Warren Smith
Warren has worked in the stabilisation industry for about 40 years during which time he has been a very strong driver of the promotion of stabilisation techniques. As an Executive Director of SPA, he has driven the research for foamed bitumen stabilisation and the successful operation of all forms of insitu stabilisation throughout Australia and overseas. He served as Vice President of AustStab for 3 years with a further 4 years as President.

Mal Bilaniwskyj
Mal Bilaniwsky was the Asset Manager and Acting Regional Manager Southern Region for Roads and Traffic Authority (RTA) in New South Wales, for over 35 years. During this time Mal was instrumental in Australian field studies supporting the two-pass mixing method for insitu stabilisation of pavements and the first major deep lift stabilisation program where over 300km of heavily trafficked pavement received this treatment. Mal still works closely with the pavement stabilisation and recycling industry as he often provides speaking assistance at the AustStab/CPEE courses.

Tom Curnow
Thomas Curnow is a chemical engineer in a civil engineering world. He has over 35 years experience in the stabilising industry, including design of pavements and sub-grade modification. He is a founding member and past President of AustStab. He formed and managed Stabilpave Pty Ltd and enjoyed a close association with the Board of David Mitchell Pty Ltd, formerly the major manufacturer of lime products in the Southern states.
Since that time, Stabil-Lime Distributors has grown into the Stabil-Lime Group of Companies which is a vertically integrated group that provide various major services to the road construction and maintenance industry. The group of companies includes two successful major stabilising companies, Stabilime Distributors Pty Ltd and Stabilco Pty Ltd.

Paul Keane
Paul Keane worked as a Sales Manager for Sibelco Australia Limited for 20 years under the various business names of David Mitchell Lime, David Mitchell Melcann & Unimin Australia. In this role Paul was able to apply his strong chemistry knowledge and experience to various industries. During this time Paul was a strong proponent of insitu road stabilisation and the benefits that Lime Stabilisation can deliver. He made a great contribution towards the development and growth of AustStab and was instrumental in the generation of many AustStab technical notes and was a regular presenter at the AustStab training sessions around the country. Paul is now retired, living in Tamworth and playing a lot golf.”

Max Wallis
Max has had a wide and varied career including work on the Jetport, now Tullamarine airport, which included huge amounts of lime stabilisation. Other ventures included farming, land development, mussel farming and marine salvage.
This varied and innovative background was to be the basis of research for a stabilisation additive, which would improve the performance of marginal materials, by protecting them from the effects of weakening due to water ingress. While cementitious binders provided water resistance they resulted in stiffening of the pavement. The aim was to develop a fully flexible but strong product.
The development work included laboratory research ,and the construction of a number of pilot plants , including microwave ovens borrowed from a university research centre. The first serious project was the extension of Taree Airfield , providing significant testing and confirmation by the Department’s laboratories. Further work led to the extensive use of Polyroad by the RTA [now RMS] in Southern NSW. Max now manages a a large production facility at Wodonga supplying Australia as well as exports to Europe Asia and Russia.

Jothi (Rama) Ramanujam
Jothi (Rama) Ramanujam, Director, Pavement Rehabilitation, Transport & Main Roads
Rama has been a practising Civil Engineer for over 43 years and has extensive practical experience in managing/coordinating, planning, design, construction and rehabilitation of major road projects. He has worked with contractors, consultants and governmental organisations in a number of countries including Sri-Lanka, West Africa, UK, Middle East and Brunei. Since 1989 Rama has been (working with Main Roads Department, Queensland) involved in pavement investigation, rehabilitation design, research and development in pavement rehabilitation and work related to material quality control.
He has been involved in a number of major pavement investigation works, pavement performance studies, R&D works on insitu stabilization including pioneering work on Foam Bitumen Stabilisation and Hot In Place Asphalt Recycling. In arriving at appropriate rehabilitation solutions to complex projects, Rama had to draw extensively upon his experience in pavement design, surfacing and rehabilitation techniques, and understanding and co-ordination of contributions from various other disciplines.
Rama has written many reports and technical papers for both local and international conferences such as Transport Research Board Conference in Washington, USA. Rama compiled and published the Queensland Transport Pavement Rehabilitation Manual in 1992 and won a Merit Award for this work under the Departments Excellence Award Scheme. Rama and his pavement rehabilitation team compiled and released the new Pavement Rehabilitation Manual in April 2012.

Peter Evans
Peter is currently Deputy Chief Engineer (Pavements, Materials and Geotechnical) where he heads up a team of 5 Directors and approximately 90 staff providing specialist advice and testing services to the 12 regions throughout Queensland. Before taking on this role in February 2011, Peter had served since 1982 in different roles in Main Roads and Transport and Main Roads throughout Queensland, and was Regional Director of the South West region based in Roma.

David Berg
David Berg with over 40 years experience in various fields of the road construction industry. Initially within the asphalt and profiling industry, however since 1988 David has been in the stabilisation and rehabilitation industry. As General Manager of Stabilised Pavements David has been promoter and innovator within the stabilisation industry with the introduction of processes, trialling and advocating new binders, and assisting manufacturers in the development of stabilisation equipment. David has an eye for operational details and fosters relationships throughout the industry to ensure a collaborative and informed approach to industry direction.
David has been with AustStab, holding positions of Director, Vice President and President over a period of six years providing research, development, education and advice to the pavement recycling industry. -
Colin Leek
Colin Leek commenced work in 1971 as a survey hand in the Public Works Department and studied engineering part time at the Western Australian Institute of Technology (now Curtin University), graduating in 1980. In that time his experience was related to water supply, sewage and drainage.
In 1982 he commenced his career in local government and become extremely interested in pavements. During his long association with the City of Canning, Colin introduced in situ foamed bitumen stabilisation into Western Australia and the use of recycled crushed concrete as a base material.
During this time, Colin studied for a Master in Pavement Technology degree with Deakin University and undertook much research into pavement stabilisation.
Due to his demonstrated interest in research, Colin was approached to join the Australian Road Research Board (ARRB Group) in 2008 to work on pavements research and, in 2010, moved to Curtin University where he undertook lecturing and high-level road pavement research, including projects on the use of plastics in asphalt and investigation of the fatigue properties of foamed bitumen stabilised materials, as well as supervising PhD students.
Colin now works as a consultant, but continues his commitment to the pavement profession by lecturing and proposing and supervising research projects for final year engineering projects and PhD level students at the University of Western Australia where he holds the position of Adjunct Associate Professor in the School of Engineering Faculty of Engineering and Mathematical Sciences.
Colin is known for his commitment to innovation, particularly in the areas of pavements engineering, stormwater engineering and constructed wetlands development, and is a champion for in situ foamed bitumen stabilisation research and development and for the use of recycled materials in road construction.
Colin is also an active member of the AustStab WA Working Group and the current lead presenter of the Stabilisation Fundamentals course currently being conducted online by the Centre for Pavement Engineering Education in collaboration with AustStab. -
Scott Young
Scott Young has been in the stabilisation industry for over 20 years with experience across civil and geotechnical engineering – mostly in pavements – covering asset management, structural design, performance contracts, asphalt production and laying, sprayed sealing, pavement rejuvenation and pavement recycling.
He is a current serving technical committee member of the REAAA Australian Chapter, a past President and Vice President of AustStab, a past convenor of AustStab’s former Training and Promotions Working Group, and the current convenor of AustStab’s National Technical Working Group.
Scott is the National Technical Manager with Stabilised Pavements of Australia and the Managing Director for Stabilised Pavements Malaysia. He is a Registered Professional Civil Engineer and holds a Masters in Pavement Technology. He currently manages SP Design which is SPA’s internal pavement engineering consultancy.
Scott’s contribution to AustStab has been through his time with both SPA and Downer and he has been one of the leading contributors to AustStab over an extended period of approximately 15 years.
Scott has a continued passion for our industry, advocating on our behalf almost daily on technical issues across Australia – these are some of the many contributions Scott has made to AustStab:
- Key contributor towards production of the AustStab Pavement Recycling and Stabilisation Guide and the Insitu Stabilisation Construction Guide
- Developed the AustStab design method for lightly bound bases for low trafficked roads
- Created the original AustStab strategy document ‘Plan on a Page’
- In 2022 converted the AustStab Model Specifications into AUS-SPEC stabilisation specifications, now published by NATSPEC
- Developed a significant portion of the AustStab one day stabilisation course and has been a core presenter (pre CPEE)
- Contributed to the development of the current AustStab/CPEE Stabilisation Fundamentals course content
- Has been involved in delivery of CPEE face-to-face courses since their inception in 2011, and more recently presenting at every online course
- Developed a formal Basegrade Stabilisation mix design method, which will be published by AustStab later this year
Scott continues to contribute to many industry technical and promotional initiatives, including development of technical notes, design methods and technical papers and presentations at industry conferences
